Port users, stakeholders, and interested parties are requested to comment on the various elements of the Methodology, including the methodology period and the type of methodology to be implemented. Furthermore, comments on the suitability of the Risk Free Rate, the applicability of the proposed Beta, the treatment of the NPA’s cost of debt, as well as the inclusion of an efficiency variable in the Methodology, amongst others, are requested.
The final Tariff methodology that will result from this process will inform the way in which the port tariffs are calculated over the medium term (and consequently the revenue the Ports Regulator allows the NPA to raise).
Copies of the papers will be available for download on the website of the Ports Regulator or may be obtained from the office of the Ports Regulator.
All persons are invited to submit written comments on the proposed documents by 11h00, Monday, 20 March 2017.
